Sixteen-year-old Col lives a sheltered life on the upper decks of the juggernaut Worldshaker, a mobile city as big as a mountain which is constantly on the move. Col, declared by his grandfather to be the next supreme commander of the city, has lived a life of luxury and privilege, never imagining the terror and suffering his class inflicts on the Filthies who live below decks. One night Col meets a young Filthy who has escaped below and his comfortable, elite world view is overturned forever.
